The only major problem is people who live in the city not being able to have cars inside the city.
Cars are inherently inefficient for going short distances in congested areas, like cities, but they're very efficient for going between places in spaced out areas. Therefore, don't use cars in cities. Build large parking structures on the edge of the city to allow people to drop off their cars there, then we can improve and optimize the public transport system inside the city so that travel in the interior is faster than it was. (We would no longer need stoplights for example).
