The history of the word "jaywalking" is that it was created to portray people who exercised their right to walk in the street as yokels. LA was first to codify the supremacy of cars (i.e. before NYC) so she might have been taking a snarky shot at the idea that she was a "jay" – a bumpkin.

@HalfHeartedFanatic @notjustbikes sarcasm is likely but it's a bit hard to figure out who's making fun of who exactly. Is it the newspaper making fun of her or her making fun of the city of Los Angeles ?
