This line about helping people who want to work is dystopianally like 'Arbeit macht frei'.

If people want to work, they will work if they can get a job. The very large majority want to work (apart from the Private Equity gang of course who just want everyone else to work).

Our Government isn't full of stupid people: so the only explanation is that they are sick and evil.
