While the GOP still has some power, they should ban cigars for all males over 12. With long jail sentences for men who smoke them, sell them, or transport people out of the country for the purpose of smoking them.
Scientists have proved that tobacco harms sperm. (If not yet, we only need to make some grant money available, and they will rush to do it.) And those sperm thingies are obviously alive: just look at them Eggs, on the other hand, aren't -- they just sit there.

Exceptions could be made to men who prove that they are 100% gay, or have completely transitioned to the other gender.
