@LibraryNinjaStL This one's pretty basic so I would do it like:

On a blue background, white text reads: "I have found that the people who usually claim public libraries are no longer a public necessity are the people in a position not to need them." - E.G. Thompson

The people who need alt text are going to be either blind or low-vision, so spell out important text, explain enough so they can understand why the image is funny, relevant etc. They'll really appreciate it. :)
