@baob It seems to me that the Brown report is just tinkering at the edges. We need a far more ambitious review of all our governance structures.
My vision is to create a federal UK, with England split into Scotland-sized chunks (by GDP), each with its own parliament, and recast ‘Westminster’ (moved out of London) as the federal government. A model similar to Germany or US. Of course nobody is that brave, so Scotland will leave UK, and maybe even Wales too, in time. *sigh*
